<p>Besides skiing, the best thing about winter is being able to look forward to spring. After a long and cold winter this year, we can hardly wait for the welcomed warmth of spring. Synonymous with spring is sakura, or cherry blossoms. Shiga Prefecture has many great spots for cherry blossoms, including two of Japan&#8217;s 100 Famous Cherry Blossom Spots at Kaizu-Osaki and Nagahama Castle&#8217;s Hokoen Park.</p>
<p>According to the cherry blossom forecast, the flowers should be in full bloom around April 15-20. Note that they bloom later in northern Shiga (Takashima and Nagahama) than in southern Shiga (Otsu). To see the current blooming condition, see the <a href="http://weathernews.jp/sakura/#//c=52" target="_blank">Weather News Sakura page for Shiga</a>. The markers&#8217; warmer colors until red (full bloom) indicate how far the flowers have bloomed.</p>

<p>Essential Vocabulary</p>
<ul>
<li>sakura さくら or 桜 - Cherry blossom and Japan&#8217;s national symbol and flower. By far, it is the most celebrated flower in Japan.</li>
<li>tsubomi つぼみ &#8211; Flower buds.</li>
<li>sakura zensen 桜前線 &#8211; Cherry blossom front as they bloom across Japan from Okinawa to Hokkaido.</li>
<li>kaika 開花 &#8211; Flowers started blooming. This is about a week before the tree reaches full bloom.</li>
<li>mankai 満開 &#8211; Full bloom. You will hear this on the news often.</li>
<li>hayasaki 早咲き &#8211; Early-blooming flowers. A few varieties of cherry blossoms bloom earlier than usual.</li>
<li>hanami or ohanami 花見 &#8211; Flower-viewing picnic (often with alcohol) under the cherry blossoms at a park. The most common way to celebrate spring under the flowers and commonly seen in the news. Hanami picnics are usually not allowed in shrines and temples.</li>
<li>sakura matsuri さくらまつり or 桜祭り- Cherry blossom festival. Not a religious festival, but can take the form of various events and stage entertainment.</li>
<li>Somei Yoshino 染井吉野 - The most common and coveted species of cherry blossoms whose light pink (almost white) flowers bloom in fluffy bunches on the tree.</li>
<li>yo-zakura 夜桜 &#8211; Cherry blossoms lit up at night. Some temples and parks light up the flowers at night.</li>
<li>shidare-zakura しだれ桜 or 枝垂桜 - Weeping cherry blossoms with long, hanging branches of flowers.</li>
<li>Sakura Meisho さくら名所 &#8211; Famous cherry blossom spot. It is most often a castle, public park, garden, shrine/temple, or riverside.</li>
<li><em>Sakura, Sakura</em> さくら さくら- Famous folk song about cherry blossoms.</li>
<li>chiru, chitta 散る、散った &#8211; Flowers fell off the tree. Happens a few days after full bloom when the petals fall like pink snow.</li>
<li>sakura fubuki さくら吹雪 &#8211; Swirling cherry blossom petals. Occurs when the wind blows off the flower petals, creating a pink snow.</li>

<p>A short article about Lake Biwa titled, <em>Japan&#8217;s blue pearl / Views of Lake Biwa</em> is in today&#8217;s <em>The Daily Yomiuri</em> English newspaper (Jan. 15, 2012 issue). It was written by Christal Whelan in her monthly column called KANSAI CULTURESCAPES. She is a cultural anthropologist (Ph.D) living in Kyoto.</p>
<p>She writes mainly about Biwa pearls which are ironically obscure now, but quite famous outside Shiga among pearl fans. During New Year&#8217;s, I met with Christal when she visited Nagahama and Chikubushima for the first time. She visited Shiga a few times to research this article and has seen many more places (such as <a href="http://photoguide.jp/pix/thumbnails.php?album=135">Harie in Takashima</a>) than she writes about. She told me that she enjoyed Shiga and would definitely come back and visit again.</p>

I didn&#8217;t find out until recently that the Shiga Prefectural government has finally created a YouTube account where they are posting videos. They should&#8217;ve done this a long time ago. The prefectural government&#8217;s Public Relations Dept. has the <a href="http://www.youtube.com/user/shigakoho" target="_blank">YouTube username of shigakoho</a>. As far as I can tell, at least one of their vids is in English (embedded above). It&#8217;s about Lake Biwa, and it&#8217;s quite informative.</p>
<p>Another Internet TV channel is called <em>Konbanwa Shiga</em> (Good Evening Shiga), a local TV news program broadcast in Shiga Prefecture by the Biwako Broadcasting Co. (BBC) on Thursdays from 8:55 pm to 9 pm. Also rebroadcast on Saturdays from 6:35 pm to 6:40 pm. The 5-min. program is in Portuguese hosted by a Brazilian who works at Shiga Prefecture&#8217;s International Affairs Office.</p>
<p>They also upload each edition to YouTube in multiple languages. They have a separate YouTube channel for each language besides <a href="http://www.youtube.com/user/konbanwapo" target="_blank">Portuguese</a> (click on the link to go to the respective channel): <a href="http://www.youtube.com/user/konbanwaen" target="_blank">English</a>, <a href="http://www.youtube.com/user/konbanwat" target="_blank">Tagalog</a>, <a href="http://www.youtube.com/user/konbanwac" target="_blank">Chinese</a>, and <a href="http://www.youtube.com/user/konbanwaes" target="_blank">Spanish</a>. I&#8217;ve embedded one of their vids below. It is about an American well integrated in Hino town working to preserve and improve the town&#8217;s traditional architecture and townscape.</p>
<p>The problem with both the shigakoho and Konbanwa Shiga channels is that they fail to provide a description of each video uploaded. So you don&#8217;t know what the video is about unless you start watching it. This makes it impossible for us to decide which video we would be interested in. But at least they are doing something to reach out to us. Even for a 5-min. program, translating and narrating all that in multiple languages is a major undertaking. Hope it continues.</p>

During June 4-12, 2011, about 40 rowers from Europe, Australia, and the US visited Shiga Prefecture to row completely around Lake Biwa, Japan&#8217;s largest lake.</p>
<p>It is unusual to have so many Western visitors coming to Shiga, so we gave them a warm welcome, especially after the radiation scare in faraway Fukushima. Note that Shiga has had absolutely no increase in radiation levels after the Fukushima nuclear plant accident.</p>
<p>Unfortunately, about 20 people got spooked by the radiation and canceled their trip to Japan. To take the place of these people, the Seta Rowing Club in Otsu (host of this rowing tour) recruited people in Japan to join this Lake Biwa rowing tour. The cost was 120,000 yen which included hotel lodging at Hotel Laforet in Moriyama, meals, and tour fees.</p>
<p>The tour also included a day trip to see Enryakuji temple and Hikone Castle on June 9 when I accompanied the group as a photographer and guide. See the video I took above, when they rowed from Nagahama to Hikone, including Takeshima island.</p>

<p>Google Maps now show street views of Shiga Prefecture.</p>
<p>On March 11, 2010, Google has started to post photos of the streets of Shiga, mainly in Otsu, Kusatsu, and the road going around Lake Biwa. No doubt, they will keep posting street views of more roads in Shiga as they become available.</p>
<p>Street views are panoramic photos stitched together, showing the streets and scenery along the road. It is very convenient for people looking for a place or directions to somewhere. It&#8217;s a great reference for bicyclists wanting to cycle around Lake Biwa too. You can see the terrain and road conditions before you leave.</p>
<p>Just go to Google Maps and drag the standing man icon to a street highlighted in blue. You can then navigate around by clicking on directional arrows in the street view or by moving the standing man icon around on the map.</p>
<p>Note that the current street view images of Shiga were shot two years ago. Some scenery (buildings, etc.) might be out of date.</p>

		<title>Biwako beaches pass water-quality tests</title>

<p>It&#8217;s summer again and before people flock to the beaches, Shiga Prefecture in May conducted water-quality tests at nine of Shiga&#8217;s most popular swimming beaches. Based on the water-quality test results, the beaches were ranked &#8220;AA,&#8221; &#8220;A,&#8221; or &#8220;B.&#8221;</p>
<p>Receiving the highest &#8220;AA&#8221; rating were Omi-Maiko (Otsu), Miyagahama (Omi-Hachiman), and Nihonmatsu (Nishi-Azai).</p>
<p>The second-highest &#8220;A&#8221; rating was given to Matsunoura (Otsu), Matsubara (Hikone), Minamihama (Nagahama), and Makino Sunny Beach (Takashima).</p>
<p>Earning a &#8220;B&#8221; rating were Nagisato (Moriyama) and Shingaihama (Hikone). A &#8220;B&#8221; rating is still safe enough for swimming.</p>
<p>The water-quality tests measured water transparency, oil film, and E. coli bacteria count. Last year, eight of the nine beaches received an &#8220;AA&#8221; rating, but only three beaches this year were rated that high. Note that the results of the tests can differ depending on the weather of the day when the tests are conducted.</p>
<p>At any rate, Shiga&#8217;s beaches are safe to swim in. Enjoy!</p>

			<content:encoded><![CDATA[<p>Japan&#8217;s largest kawau cormorant colony is found in Lake Biwa. These birds are flying off from Shiga and spreading over a wide area.</p>
<p>Kawau cormorants from Lake Biwa have been found in Kumamoto in Kyushu, over 580 km away, the furthest distance away confirmed so far. Previously, the furthest away where they were found was in Chiba.</p>
<p>Seven years ago, foot rings were attached to cormorants born on Chikubushima island. A bird wearing such a ring was found in Sagara village in Kumamoto Pref. in Sept. 2008.</p>
<p>The problem is that Shiga is too poor to effectively eliminate these fish-depleting birds, so they plan to seek assistance from the national government.</p>

<p>NHK TV Otsu reported that from April 2009, Shiga will restart the shooting of cormorant birds called kawau. They found that the kawau population in Shiga has almost doubled since last year to a whopping 74,000 birds. Most of them live on Chikubushima island where they have devastated the trees with their droppings and nests. The once picturesque and lush green island is going bald and brown.</p>
<p>Shiga wants to reduce the kawau population to 4,000 birds in 5 years. Wow, where will all those dead birds go? In the lake??</p>

			<content:encoded><![CDATA[<div id="_mcePaste">Emperor Akihito and Empress Michiko visited Shiga Prefecture for the first time in 13 years during Nov. 10-13, 2007. The main reason was to attend the 27th <em>Zenkoku Yutaka na Umizukuri Taikai</em> (National Convention to Make Bountiful Oceans 第２７回全国豊かな海づくり大会) held in Otsu.</div>

<div>On the first day, they visited a nursing home called Care Town Karasaki in Otsu. Some 20 patients there sang <em><a href="http://photoguide.jp/txt/Lake_Biwa_Rowing_Song" target="_blank">Biwako Shuko no Uta</a></em><a href="http://photoguide.jp/txt/Lake_Biwa_Rowing_Song" target="_blank"> (Lake Biwa Rowing Song)</a> for the Imperial couple and the Emperor demanded an encore for them to sing it again. It is Shiga&#8217;s most famous song.</div>

<div>On the second day the 11th, they attended the formal opening ceremony of the National Convention to Make Bountiful Oceans held at the lakeside Biwako Hall in Otsu. In his speech, the Emperor reflected, &#8220;It hurts my heart that the blue gill fish I brought to Japan from America for human consumption is now damaging the ecosystem of Lake Biwa.&#8221; In 1960 as Crown Prince on a trip to the U.S., the Emperor brought back the blue gill fish given to him in Chicago, Illinois and intended it to be raised in Japan for human consumption.</div>
<div>Some of the <a href="http://search.japantimes.co.jp/cgi-bin/fe20040701cw.html" target="_blank">blue gill subsequently escaped</a> from a research facility and entered Lake Biwa. The fish multiplied rapidly during the 1990s. Since it eats the baby fish of native lake fish found nowhere else in the world, the blue gill (and black bass) has become a major ecological problem in the lake. After the formal ceremony, the Emperor and Empress went outside the lakeside hall and released baby fish of native lake fish into the lake. Some of the ceremonial pomp included water-spraying fireboats and fishing boats sailing in a procession on the lake. The convention also had pavilions and booths in the Hama-Otsu area for the public to become more aware of fisheries in Lake Biwa.</div>

<div>After the convention, the Imperial couple took a boat ride to Karasuma Peninsula in Kusatsu to visit the <a href="http://photoguide.jp/pix/thumbnails.php?album=118" target="_blank">Lake Biwa Museum</a>. On the 12th, they visited <a href="http://photoguide.jp/pix/thumbnails.php?album=330" target="_blank">Shigaraki Ceramic Park and the ruins of Shigaraki-no-Miya</a> which was a detached palace of Emperor Shomu.</div>
<div>On the 13th, they visited <a href="http://photoguide.jp/pix/thumbnails.php?album=111" target="_blank">Enryakuji temple</a> on Mt. Hiei and returned to Tokyo via shinkansen train from Kyoto Station. It must have been a spectacle to see Shinto&#8217;s highest-ranking priest (the emperor) paying a visit to the headquarters of one of Japan&#8217;s largest Buddhist sects. Shiga Governor Kada Yukiko accompanied the Emperor and Empress during their tour in Shiga.</div>

			<content:encoded><![CDATA[<p>My friend Kenkichi Yagi, who lives in Otsu, wrote an interesting story about his sailing trip around Lake Biwa in 1966. He went with another friend and was able to complete the haphazard, adventurous trip in 2.5 days on a small yacht.</p>

		<title>Lake Biwa&#8217;s private beaches</title>

			<content:encoded><![CDATA[<div>This past summer, I rented a bicycle at Omi-Maiko and went cycling along the beach toward Hira Station. There was a nice bicycle path most of the way, and some parts were like a private area for summer homes. </p>
<p>I often saw a sign on the beach saying 「私有地」which means &#8220;Private Property, Keep Out.&#8221; It was very disappointing to see such signs. I can still enter the beach with no problem, but of course we cannot swim or have a BBQ there. It is very unfortunate that Lake Biwa beaches can be privately owned. All the beaches should be made public property. </p>
<p>In Hawaii, there is a law which forbids private ownership of beaches in Hawaii. All the beaches are therefore public property, owned by the government of Hawaii. Anyone can go on any beach with no problem. Even if there is a hotel or house in front of the beach, anyone can still access and go to the beach. This is one of Hawaii&#8217;s best laws.</p></div>
